2024년 1월 보궐선거

1. 개요

2024년 1월 31일에 치러질 보궐선거.

공직선거법상 지방의회 정원의 1/4 이상이 궐원될 경우에는 실시사유가 확정된 때부터 60일 이내에 재보궐선거를 치러야 하는데, 정원 7석인 대구 중구의회에서 2명이 궐위됨에 따라 2024년 상반기 재보궐선거 이전에 별도로 보궐선거를 치르게 되었다.

규모가 작은 기초의원 선거인데다 단 한 곳에서만 치러지고, 그나마도 보수정당의 텃밭인 대구광역시에서 치러지는 선거라 주목도가 상당히 떨어진만큼 조용히 치러질 가능성이 높다.[2]

선거 지역이 대구 중구 가선거구 1곳 뿐이므로 2023년 하반기 보궐선거에 이어 관외사전투표가 없는 선거가 된다. 선거지역에 주민등록을 두고 있지만 타 지역에 실거주하는 사람이 대구광역시 중구에 직접 가지 않고 투표를 하기 위해서는 거소투표를 신고해야 한다.

3. 선거 배경

대구광역시 중구 가선거구에서만 선거가 치러지며 2인을 선출한다.

사유발생일	2023년 2월 1일 [3]

이경숙 의원은 2023년 3월 17일에 받은 '출석정지 30일 징계 및 공개회의에서의 사과' 징계와 관련하여 취소소송을 제기하였다. 본안소송 이전에 먼저 집행정지 가처분 신청을 하여, 4월 3일 대구지방법원은 심문기일통지서를 대구 중구의회 의장에 발송하였다. 그런데 법원 통지서 상 이경숙 의원의 주소지가 대구광역시 남구로 개재되어 있는 것을 본 대구 중구의회가 주소 이전 사실을 인지하고, 추가로 조사한 끝에 2023년 2월 1일에 남구로 주민등록을 옮겼던 사실을 파악하여 4월 7일자로 지방자치법 제90조 제2호에 따른 피선거권 상실로 당연퇴직 절차를 밟게 되었다. # 이후 2023년 4월 10일 대구 중구의회가 선관위에 이 사실을 통보함으로써 퇴직 절차가 완료되어 최종적으로 의원직을 상실하였다.

권경숙 의원은 2019년 1월부터 2022년 9월까지 자신과 아들이 경영하는 업체 2곳을 통해 대구 중구청과 총 17건의 수의계약을 맺어 1천여만 원 상당의 이익을 얻은 혐의로 본회의에서 제명되었다. #

4. 선거 전 상황

더불어민주당
자당에 매우 불리한 선거구지만 2인을 선출하게 된 상황인 만큼 2위 당선을 노릴 것으로 보인다. 자당 출신 이경숙 전 의원의 자리에는 무공천하고, 국민의힘 출신 권경숙 전 의원의 자리에는 공천하겠다고 밝힘에 따라 1명만 공천할 것으로 보인다. #

국민의힘
자당에 매우 유리한 선거구지만, 1석은 국민의힘 출신 의원의 귀책사유로 궐위된 곳이기 때문에 마찬가지로 1명만 공천할 가능성이 있다.

양당이 각각 한 명씩만 공천한다면 2위 자리를 노린 친여 무소속 후보가 난립할 가능성이 있다.

[1] 제22대 국회의원 선거와 동시 실시.[2] 마찬가지로 2023년 상반기 보궐선거에 민주당계 정당 텃밭인 전북 전주시 을 국회의원 선거구에서도 국민의힘 정운천 의원의 불출마로 인해 전반적으로 주목도가 떨어졌다.[3] 이때 의원직이 상실되었으면 2023년 상반기에 재보궐선거를 치를 수 있었지만, 적발시기가 선거 기한인 2023년 2월 28일을 넘긴 후였기 때문에 2024년에 선거를 치르게 되었다.
